The power of strategic partnerships in social and Behavior Change (SBC) in times of poli-crisis from Latin America and the Caribbean

With Cássia Ayres, PhD

In today’s global landscape, marked by budgetary constraints, a crisis of trust, the polarization of voices, and complex geopolitical dynamics, the implementation of impactful Social and Behavioral Change (SBC) initiatives demands a paradigm shift. The era of working in silos is definitively over. Our experience within the UNICEF Latin America and the Caribbean Regional Office has unequivocally demonstrated that the ability to forge robust ecosystems of collaboration is not merely advantageous – it is absolutely essential for achieving meaningful and sustainable change.

We’ve witnessed firsthand the transformative power of bringing together a diverse array of partners.

  • UN Agencies are pivotal in prompting opportunities for multisectoral alliances, fostering technical innovation, and strengthening systems, thereby supporting the crucial articulation of integrated solutions.
  • Governments provide the vital possibility of institutionalization, establishing political frameworks that align diverse social actors and champion broad participation. This creates the enabling environment necessary for the effective scalability of impactful interventions.
  • NGOs and Community-Based Organizations form the very nucleus of social and behavioral change processes, offering invaluable grassroots insights and ensuring the inherent relevance of all coordinated actions aimed at addressing pressing social issues.
  • Academia contributes with the expertise for evidence generation, social listening, capacity strengthening, and the knowledge sharing and articulation.
  • Faith-Based Organizations and Religious Leaders play a unique and crucial role in supporting the integration of evidence-based strategies and technical knowledge with the deeply held spiritual beliefs and practices of the communities we serve, fostering trust and acceptance.
  • The Private Sector increasingly brings cutting-edge technology, a culture of innovation, and significant reach, now coupled with a growing focus on critical environmental, social, and governance (ESG) factors, opening new avenues for impactful partnerships.

This emphasis on strategic alliances is well-articulated within UNICEF’s broader SBC framework. As highlighted in UNICEF’s “Social and Behavior Change: A UNICEF Approach” (2022), fostering partnerships is a core principle for maximizing the reach and effectiveness of SBC interventions. This framework underscores the necessity of engaging diverse stakeholders to leverage their unique capacities and resources, ultimately leading to more sustainable and impactful outcomes for children and communities.

By strategically aligning goals and leveraging these distinct and complementary capabilities, our strategic alliances ensure that SBC-driven programs are not only more effective but also inherently more sustainable and ultimately, more impactful. Cost-sharing arrangements alleviate budgetary pressures, while the continuous exchange of knowledge enriches our strategies and strengthens our collective capacity. The integration of diverse perspectives ensures that our interventions are culturally sensitive, contextually relevant, and truly resonate with the communities we serve. This collaborative approach creates a multiplier effect, extending both the reach and the depth of our interventions far beyond what any single entity could achieve in isolation.

In an increasingly complex world, the ability to design adaptive, inclusive, and scalable solutions in SBC hinges on our commitment to these vital cross-sector collaborations. Investing in these strategic alliances is not just about enhancing current program effectiveness; it is about investing in the future of institutionalized SBC strategies, ensuring their resilience and long-term sustainability.

Partnerships are not just a tool; they are the catalyst for innovation, resilience, and lasting impact in the vital field of Social and Behavioral Change. Here in Panama and across the Latin America and Caribbean region, we are committed to fostering these powerful collaborations to drive the positive change our communities deserve. Let’s continue to build these bridges, learn from each other, and collectively drive the positive change the world so urgently needs.
